Hong Kong NGO GX Foundation Signs MoU with CAIC to Support Dengue Fever and Vector-Borne Disease Prevention

Collaboration strengthens public health initiatives through prevention and awareness at Techo International Airport, presided over by OCIC and CAIC Chairman Lok Neak Oknha Dr. Pung Kheav Se and GX Foundation Chairman and former Hong Kong Chief Executive Leung Chun Ying.

October 2025, Phnom Penh – Hong Kong–based NGO GX Foundation has signed a Memorandum of Understanding (MoU) with Cambodia Airport Investment Co., Ltd. (CAIC) to support health protection efforts against dengue fever and other vector-borne diseases at Techo International Airport. The partnership was presided over by OCIC and CAIC Chairman Lok Neak Oknha Dr. Pung Kheav Se and GX Foundation Chairman and former Hong Kong Chief Executive Leung Chun Ying.

Under the MoU, the Foundation will also provide bed nets, sticky fly trap papers, and health promotion materials such as leaflets, posters, and billboards to raise awareness among travelers and airport staff about dengue prevention. The project will be implemented in phases, beginning with the airport terminal and parking areas, where awareness displays and materials will be jointly coordinated between GX Foundation and CAIC.

The project highlights a shared commitment to public health through prevention and awareness initiatives. Techo International Airport is already welcoming an Intercare Express to provide healthcare services and general consultations to passengers and staff.

“Passenger care is one of our key priorities, and this partnership with GX Foundation helps strengthen that focus,” said Lok Neak Oknha Dr. Pung Kheav Se, Chairman of OCIC and CAIC.

Founded in 2018, GX Foundation is a Hong Kong–registered humanitarian organization delivering medical assistance projects across Asia and Africa. Its Project for Health Protection against Dengue Fever reinforces this mission by equipping health facilities and communities with practical prevention tools and diagnostic resources.

To date, the Foundation has distributed more than 300 mosquito lamps, 400 bed nets, 28,000 sticky fly traps, 8,000 rapid dengue test kits, and 12,000 educational materials across hospitals and health centers in Cambodia. These initiatives strengthen:

- Pre-emptive vector control, through mosquito lamps, traps, and nets that reduce vector populations in outbreak-prone areas.

- Diagnostic support, by providing rapid test kits that enable early case identification and timely medical response.

In Cambodia, the Foundation has worked closely with the Ministry of Health through its Cataract Blindness Elimination Program, which cleared Prey Veng Province’s cataract backlog in 2024 and has since expanded to Kampong Speu.

With this partnership, CAIC and GX Foundation are committed to advancing health protection and fostering sustainable development through collaborative action.
