September 2025, Phnom Penh, Cambodia – Philippine President Ferdinand Marcos Jr. witnessed the signing of an agreement between Overseas Cambodian Investment Corporation (OCIC), affiliate of CamTech University, and WCC Aeronautical and Technological College (WCC-ATC). The ceremony took place during the Philippine–Cambodia CEO B2B Business Forum, held in Phnom Penh alongside President Marcos Jr.'s official state visit to Cambodia.

The agreement was signed by Thierry Tea, Vice President of OCIC and Board Member of CamTech University, and Dr. Raymond Patrick Guico, President of WCC-ATC, in the presence of Dr. Lim Lina, Vice Chairwoman of OCIC, and Dr. Arlyn Grace V. Guico, Chairwoman of World Citi Group. It builds on the Memorandum of Understanding signed earlier this year between CamTech University, an affiliate of OCIC, and WCC-ATC during Prime Minister Hun Manet’s visit to Manila.
OCIC, the main developer of Techo International Airport (KTI),is now expanding into aviation training to support the country’s long-term industry development. WCC-ATC is one of the Philippines’ leading aviation education institutions, with over 50 years of experience training aircraft engineers, technicians, and managers—now extending its expertise to Cambodia.

“Signing this agreement with WCC-ATC is a step forward in creating opportunities for Cambodian students to gain hands-on knowledge in aviation and to develop the skills they need to grow their careers. Building new opportunities in Aerospace in Cambodia is very exciting,” said Thierry Tea, who was formerly CEO of Airbus Helicopters Philippines and Senior Executive at Airbus Group.
Under the agreement, OCIC and WCC-ATC will collaborate on:
- Bachelor’s in Aircraft Maintenance Technology – aircraft servicing and maintenance.
- Bachelor’s in Avionics –electronic and navigation systems.
- Bachelor’s in Airline Operations Management – airline planning and ground operations.
- Bachelor’s in Aeronautical Engineering – aircraft design and testing.
- Certificate in Flight Attendant Training – in-flight safety and service.
These programs will give Cambodian students recognized technology and engineering qualifications to prepare them for careers across airlines, airports, and aeronautical services.

“This agreement strengthens our collaboration with OCIC and CamTech University. We aim to support Cambodia in developing skilled aviation professionals who can meet future industry needs,” said Dr. Raymond Patrick Guico, President, WCC-ATC.
By combining OCIC’s strengths in infrastructure and education with WCC-ATC’s expertise in aviation training, the collaboration aims to build a strong pipeline of professionals to serve the sector’s future needs. It also reflects the deepening ties between Cambodia and the Philippines, reinforcing private-sector collaboration across aviation, industry, technology, education, and workforce development in the region.
