July 2025, Phnom Penh — Cambodia Airport Investment Co., Ltd. (CAIC), a subsidiary of Overseas Cambodian Investment Corporation (OCIC), has selected Cambodia Airports, a subsidiary of French-listed company VINCI (CAC 40: DG), to operate Phnom Penh's upcoming Techo International Airport (TIA). The agreement was signed by Pung Kheav Se, Chairman of CAIC and by Nicolas Notebaert, President of VINCI Airports.

Techo International Airport is being developed by CAIC, a joint venture between OCIC, one of Cambodia’s largest infrastructure and urban development groups, and Cambodia’s State Secretariat of Civil Aviation (SSCA). The project aims to meet Cambodia’s growing aviation and transport needs—reflected in the steady recovery of passenger air traffic since COVID-19—and is designed with a long-term vision for the next 50 years.
“By appointing VINCI to operate key airport services, we reaffirm our commitment to enhancing Cambodia’s infrastructure with projects that meet international standards,” said Pung Kheav Se. “Our vision is to continue developing TIA over the decades ahead to support Cambodia’s economic growth and regional connectivity.”

With a central role in the development of TIA, OCIC is carrying out the project as part of its continued efforts to expand Cambodia’s infrastructure and connectivity. Marking its 25th anniversary in2025, OCIC has built over 10,000 homes, developed entire neighborhoods in Phnom Penh, and delivered major projects including bridges, roads, commercial centers, and industrial zones. Techo International Airport represents the next step in this trajectory, underscoring OCIC’s and CAIC’s commitment to positioning Cambodia as a regional hub for investment, travel, and trade.
Given its long-standing presence in Cambodia—where it began its airport operations in 1995—VINCI Airports, the current operator of Phnom Penh International Airport, was selected to continue its role at TIA, backed by a portfolio of over 70 airports in 13 countries. In 2024 alone, VINCI Airports handled over 300 million passengers across its global network.

Techo International Airport showcases Cambodia’s ability to lead large-scale infrastructure projects while engaging international partners to bring additional expertise and global standards. In addition to VINCI, the airport brings together a broad network of global consultants and design experts, including Foster + Partners and Changi Airports International.
Two other major French companies, Lagardere TravelRetail and Newrest, have been selected to operate duty free and F&B at TIA. Reflecting the airport’s international outlook and Cambodian identity, theterminal will feature both global and local brands including Starbucks and Cambodian flagship brand Brown Coffee offering passengers a balanced mix of offerings.
Scheduled to open and welcome passengers on 9September 2025, the terminal will feature open high ceiling spaces and a wide range of services offering a comfortable and efficient airport experience.
